The 5th District Recreation Park project involves the rehabilitation of an existing recreation building located in Welcome Park in the 5th Council District of St. James Parish.
The Parish initially constructed the subject building in 2013 to provide indoor recreation amenities and community meeting spaces for the rural, underserved, disadvantaged population of the 5th District. Planned amenities include indoor basketball courts, kitchen cooking area, and storage areas for recreation equipment and supplies. The indoor basketball area will also be used as a space to hold community meetings. The building was also designed to provide a safe area for residents to seek shelter in during hazardous weather events to include thunderstorms, hail storms, tropical cyclones, and tornados.
The Parish halted construction on the project in 2013 due to concerns with the design and construction of the roof system. The current project includes a redesign of the structure to resolve these issues. With the completion of the redesign, the Parish is seeking to finish construction of the building. The proposed rehabilitation project will not increase the existing building footprint or height.
